First-time HEAP applicants get priority for delivered fuels if tank is under 25%. My neighbor in Albany applied online Tuesday, 275 gallons delivered Friday for $0 out-of-pocket. Need tank gauge photo, vendor quote, 30-day income, and ID. The portal has an “oil emergency” checkbox that flags low tank: https://www.utilityassistance.org/ny/heap-ny/ – select “delivered fuel.” Payment goes direct to dealer; some add senior discount. Apply before November 15 for full benefit—late apps still get fuel but smaller grant.
